A search on 'USA fitness statistics by age' seems to sort of agree
with Spike's theory.
(USA is needed as it seems to be different in Europe).

All age groups in the US seem to be increasing slightly (or staying
about the same) in fitness.
The problem is the fitness percentage is only about one third of the
18-44 age group and reducing to about 10% of the over 75 age group.
So, yes, there has been an increase in fitness for some older people,
but most are still unfit.
