I can offer a partial answer to that in public schools: they are going both directions simultaneously.  Some programs for gifted students have been ended, but they seem to want to allow separation by ability since the covid shutdown.  Some students turned stumbling blocks into stepping stones.  The achievement gap that was once huge has increased dramatically beyond huge.
