Ancient Rome had no police to my knowledge and it had a million people.

They didn’t need them.  Execution by the most painful method (crucifixion) for even things we now consider misdemeanors such as theft kept people on the straight and narrow.  Apparently even having a bunch of followers was grounds for execution.  Soldiers took care of it.  Criminals soon went extinct.
