This gives me two notions:
1) The availability of millions of vehicles with 'computer heating'
would mean a vast network of computing nodes could be made, on which
some sort of distributed AI might be able to be run. This strikes me as
much more useful than mining bitcoins.
2) The chinese, with so many more people and cars, could use this to
narrow the computing power gap between themselves and the US, or even
reverse it:

This supposes that they could get hold of the necessary hardware.
