To be clear: your suggestion is to remove the registration and all
that - just, if someone shows up at a US hospital, they get treated?
Or at least, no medical-specific records are needed - at most the
sorts of ID that most adults have (such as a driver's license), so
their records can be looked up to see if they have allergens or the
like on file? (Since it would not do to give someone a treatment that
saves 99% of people but they're in the 1% that die from it.) (Which
does leave open the question of the undocumented, but that is at least
a much smaller problem.)
