The "problem", as I understand it, is schools, businesses, et al being too
lazy or uncoordinated to do it.  Schools open when they do because
businesses tend to open at 9 AM local time, so parents need to be able to
drop their children at school before then.

Or so's the argument, but when you have an increasing number of jobs with
1-2 (or more) hour commutes each way, that doesn't really hold water any
more.  More recently, an increasing number of remote jobs with no commute
time also works against the argument.
