No John, I am astonished at you.  You are failing to recognize an obvious cover story, complete with a nudge-wink.  What would he need to say?  That he wanted bigger main mast with big beautiful billowing mainsails?  Sheesh.  

 

The battleship story is to fund whatever it is they are really doing.  We don’t know what that is, and they like it that way.

The funds which have a cover story are more carefully tracked than any you will find in government.  This is why you have never heard of anyone prosecuted for fiscal camouflage.

It’s a really great scrap of paper.  It forms the basis for US government and prevents the kinds of horrors you worry about far too much.
