The framers thought of that.  Martial law does not cancel elections, for elections happen at the state level.  That’s why your scenario never happened.  

 

The current POTUS’ term expires on 20 Jan 2029 even if there was nothing we recognize as an election.  The electoral college meets anyway, composed of delegates sent by the 50 governors.  That’s why we have an electoral college: it was set up to deal with what happens if the country is at war.  That was a recent scenario in 1789.  The process worked during the Civil War of the 1860s.  That was by careful design.

 

John perhaps you believe the framers of the constitution were too stupid to think of those kinds of scenarios?
