It does if the law enforcers prevent the polling places from being set
up, and arrest any officials attempting to hold an election.

Arrest the delegates too.  Then officially declare the end of term
suspended - possibly under assumed "emergency" powers - regardless of
what the law says.  Order no enforcement of any judgment that tries to
enforce that particular law.

This would require the cooperation of more elements than I suspect are
likely to cooperate with such a takeover in practice, but the scenario
does have a coherent way it could in theory be pulled off.
