Well, actually...

The ways I know of, cheat.  The thing that would do the enforcement
would be way more than the paper itself, or the squiggles itself.

The trick is in what most people would call it: something where people
would say "those squiggles written on that piece of paper enforce
themselves".  From that perspective, it's possible.  It's a
perspective that I suspect you would rightfully not agree is accurate,
but it's a perspective in wide use.
