*Yes I think it was. You can't get very "far" in 20 minutes. And you need a
very substantial bunker to survive a thermonuclear explosion, and in an era
of spy satellites that can read the license plates on cars from orbit  the
enemy would certainly know about a construction project of such a large
magnitude. The president would probably be safe, at least for a few hours,
if he could get to Air Force One, but the enemy would certainly know where
that was parked and it would get nuked while it was still on the ground.  *
