Tunnels John. Deep, far from harm in a nuclear attack or unruly mobs. Sheesh was it really necessary to spell it out?
>…Yes I think it was. You can't get very "far" in 20 minutes…
You don’t need to, if you can get very deep.
Consider the craters on the moon. Why don’t they punch deep holes like the coyote-shaped holes Wile E Coyote punches into the ground after falling from a cliff? The create wide shallow craters. Note the photos after the nuclear blasts in Japan: they didn’t create deep holes. No above-ground nuclear blast is likely to cause much of a problem for people in a tunnel way down there.
>… the enemy would certainly know about a construction project of such a large magnitude….
Of course. We knew about it: between about 1989 and about 1992 there were dump trucks constantly coming in and out at the Naval Observatory, going in empty, going out full of soil. Get a map, go north, south or west from DC, note there are plenty of places where a stealth exit or series of them could be built.
>…The president would probably be safe, at least for a few hours, if he could get to Air Force One, but the enemy would certainly know where that was parked and it would get nuked while it was still on the ground.

Startling lack of imagination, John. Air Force One would not be a destination. One must assume everything on the surface is wrecked, flattened, burning, radioactive.
Referring back to fiction, recall Sellers’ brilliant depiction of Dr. Strangelove, and what he was proposing to build in order to survive the doomsday machine, the dreaded cobalt bomb. That movie was made in 1964, so they have had over 60 years (assuming the movie gave the military the idea, rather than the other way around) to create an underground command and control center. Do you know where it is? Neither do I. Do you doubt its existence? I don’t.
