They think of lots of things they'll never actually do.  I have heard
from multiple reliable sources that there are plans on the books to
deal with a zombie apocalypse - not "something like a zombie
apocalypse", but a literal one dealing with the kinds of zombies that
only exist in fiction.  It is doubtless that there are plans on the
books for tunnels much longer than actually exist.  Your point?
