Also note, California is mandating the phase out of gasoline powered cars.  It is now clear that notion isn’t going to work.  The government cannot make people buy what they don’t want, and it cannot legally prevent people from buying what they want out of state and bringing it home.  The fed can prevent that prohibition, based on the interstate commerce clause, Article 1, section 8, clause 3:  The congress shall have the power… to regulate commerce with foreign nations, among the several states and with the Indian tribes.”  That has been traditionally interpreted as the fed can prevent California from restricting proles from buying cars out of state and licensing them here.

 

During the early days of pollution control devices on cars, California was the most demanding.  Some car makers had 49 state models and California models.  The 49ers were lighter, faster, cheaper and had higher fuel economy.  Eventually other states adopted California standards and carmakers just built them all that way.  But after the Chevron decision, it is very possible we will see the return of cars without catalytic converters.

 

If the California legislature tries to hold onto the 2035 mandates (which I predict they will not) they will kill in-state gasoline car sales.  The price of gasoline went way up, but the price of electric power went up even more, killing most of the savings incentive.
