I never lived down there, but I lived in Kern county in the 1980s.  I remember going south over the Grape Vine.  As soon as you crested the hill, all you could see is a huge brown icky cloud as far as the eye can see.  Now you can see all the way across the valley from the top of the Grape Vine grade.  My college roommate lived as a child in Loma Linda.  He had been there two full years before one day he walked out his front door and saw for the first time mountains.  He never knew there were mountains out there.  Now those mountains are visible every day.

 

I am not arguing pollution control devices are a bad idea.  They helped California.  But the federal standards were set by the EPA, which is part of the executive branch.  This is an example of congress delegating authority that the constitution does not authorize.  I see nothing in there that allows congress to hand power to the executive branch, which is a good thing: congress needs to step up and do what it is authorized to do.
