No one knows, but it's probably closer to a Manhattan type project, corrected for
today's economy (fraction of US GNP, not inflation-normalized dollars). 
It is also not obvious, how long it would take (2-3 decades?).

We certainly don't know, until somebody tries. It might be easier, it might
be harder.

Of course, the threshold goes down with each passing year, and hardware *is*
getting better, the knowledge improves, and the human online resource is 
considerable, and growing.
