I expect that government, being what it is, will just be
caught unaware by what was going on and transhumanism
will have begun before the first law is passed.

Kind of like the internet wasn't regulated until it was
in place, and still doesn't have much regulation. This
despite the fact that ITU members would love to control
communications...
