I tend to agree. Indeed, I think that it's not just government that's 
going to be caught unawares, but society and humanity as a whole.

One day, folks are going to wake up and notice, "Hey... there are 
PostHumans running things". Or, equally probably, "Hey... where'd all 
the Transhumanists go?"
