Law enforcement in America is as trustworthy as public education-- not very trustworthy at all. Look at all those who are in prison for cannabis and other victimless crimes. A sizable fraction of the police take bribes. 
In fact justice isn't the purpose of the system, enforcement of the letter of the law is paramount.
