Most of it just goes into the general state budget, so it's going into the
major spending items like health care, public pensions and so on. But
greenhouse gasses are reduced, because you burn less gas for each
dollar/euro spent. Not that most people like it, but they just don't know
about the US. When I mention $0.25/liter gas they are amazed.
