Ye of little faith Emlyn, but of much brains: your
idea would work better at sea than on land.  A boater
would carry an inflatable SOS, that would double as
an emergency float.  It could easily store inside
a liter-sized can with a CO2 cartridge to inflate
quickly, no batteries necessary, long storage 
capability, durable, cheap, easily spotted from
passing airliners and such.

That is a good idea man!  Now watch some yahoo
run down to the patent office with the notion and
make a fortune.
