Why is it so controversial?

Having HIV = bad,
Not Having HIV = better

If one understands HIV enough to want the answer, what more
preliminary "counseling" should be required?

Now if the answer is simply about money, then I "get it" - seems to be
the answer to a lot of "Why?" type questions.
