On the contrary it is, unfortunately, almost true in some European
countries. There is a growing trend to make private health care very
difficult to obtain, and there are control freak legislators who wish
to make it illegal.

Which, of course, can only encourage underground health care and
medical tourism at outrageous prices that only the very rich can
afford.
