Most criminals don't think that far ahead.

Would-be criminals gifted with extensive amounts of
foresight and planning tend to go into big business and/or
politics, where they can escape repercussions for their
actions - partly by making sure the law does not forbid
their particular methods.

It is a bit circular, but it does work out.
