Actually, I'd say it just needs a government that prevents punishes the use of force (including fraud). If you have that, you can't have anyone taking advantage of people's stupidity or gullibility, as then they may be liable for fraud. Without that, you are right, I think things might go to hell in a handbasket pretty quick, which is why I insist on it.

You are right, as the tribe that sold Manhattan didn't even live on the land, or have any concept of property (though I'm not sure how you should deal with such a population).
