CMOS doesn't scale below ~5 nm gate length, so you'll need
alternative (quantum effect) switches there. As electronics
(based on charge pumping) is power-inefficient, we'll likely see
spintronics (spin polarized currents, spin valves, magnetic
domains, static designs), plasmonics and photonics.

The resulting device space is about as suspectible to EMP
as you are.
