of all this surveillance, or at least a significant part thereof.

It's impossible to prevent all leaks; the public would find out something
before long.  And when it does, certain elements - inherently opposed to
the establishment's interests - will conclude that they must withdraw from
all the resources the Internet offers - depriving themselves of substantial
advantage.  Perhaps they try darknets or something else, but the Internet's
power is in its massive network effect; no other network in the world is
able to come close to its sheer audience size, or its collective breadth
and depth of knowledge and expertise.
