[ExI] Alexander Chislenko article on English Wikipedia in danger of deletion

I also started a wiki intended (among other things) as a staging area
for better versions of Wikipedia pages, to be copied to Wikipedia when
they are complete and with a lot of citations. It's a closed wiki, but
I'll create a userid for all trusted friends who want to contribute.
