That assumes X is a variable that can only be true or false, and that
all cases of X being false are equivalent.

In this case, though, it would have been better for Will to say "nor
merely not-Trump".  Will's point is that merely getting rid of Trump
is not the totality of the solution; there are many other aspects.
Your point is that getting rid of Trump is clearly part of any viable
solution, and an urgent one, whether or not there are other components
too.
