Most of Little Boy was in the gun.  Modern nukes wouldn’t need all that.  Bad guy gets in a Cessna with the device in the passenger seat, takes off, points it at {fill in target, probably DC} trims it up, sets the timer to 10 minutes, hops out, parachutes down safely, kerBOOM.

 

Alternative, if bad guy has some sophistication with a single DOF actuator: rig it to the rudder pedals.  How easy would that be?  Half hour job with hobby-shop level stuff.  Bad guy flies vaguely toward target, hops out half an hour before arrival, lands, gets GPS coordinates on phone, trims left or right to keep on target, waits until GPS coordinates indicate device is over target, kerBOOM.

 

We don’t know whodunnit.

Sure, if you assume rockets come into the picture anywhere.  What if the nuke was apparently aboard a Cessna?
