If you look worldwide at another addictive substance, alcohol, you can
see how the problem will solve itself.  Humans have been exposed to
alcohol for 5-10,000 years.  The ones exposed longest have made
evolutionary adjustments.  Greenland natives are about 95%
uncontrollable alcoholics Asians have a "defect" in a gene that
processes alcohol and are relatively resistant.

Making drugs freely available (as you say they are cheap) would solve
the problem (one way or another) for the rest of us.  Places that have
done this generally don't have drug problems.
