I think the main problem is the relative timescale of the two options.
AI is improving rapidly, approaching exponential improvements.
AGI is estimated to arrive in 5 to 10 years time.
Tinkering with complex human brains is just making the first baby
steps and faces great scientific difficulties. Also, there are ethical
concerns about just enhancing a few humans first, like the
billionaires, for example.
Uploading is probably 100 years away, as so much research needs to be done,
If AGI arrives in a few years time, that will be the Singularity for humans
and all bets are off.
