That's true, but it's also true that if you're going to lobby for more
funding for technological progress (which is a good thing to do), there's
more leverage in lobbying for direct funding of research, than in advocating
more war so as to pick up spinoffs. (Leaving aside obvious ethical issues
with the latter course!)
