Il = Eel, 
Duce = Doochay, 
hmmm, that 'ay' at the end of Doochay,
well, should sound like the 'e' in 'error' :-)

State's Forestal Corp (local branch) made it in 1938/9.
They also say that it was possible to read it
from Rome (it seems difficult, to me).
