All of this is due to an unsustainable population 
that grew to it's present size and continues to 
grow due to an influx of the products of 
relatively high technology.  When that stops, the 
population will drop back to the level that can 
be sustained on local resources, in a lot of 
cases a very small fraction of the present population.

Of course, water is just an engineering problem 
if you have enough energy available to pump it 
where you need it.  With enough energy, you can 
pump fresh water out of sea water.

And energy itself is just an engineering 
problem.  But engineers alone can't do it, you 
have to have the backing of a whole society for projects on the scale needed.
