I don't know. More information is needed. Do all cockatiels do this? Are 
they in time with the beat? Do they follow changes in tempo? Do they 
appear to enjoy it, or is it some kind of response to an irritating 
noise? Do they do this under different circumstances? Etc.

Anecdotal tales of a single cockatiel doing this is certainly not evidence.
