That, I suppose, is possible.  However, the last time an
industrialized democracy (Germany) came to the brink of collapse, the
results were not favorable to Russia.

It is said that democracies don't start wars.  However, a population
under resource stress may switch to an authoritarian government, and
they do start wars.
