Step 1: balance the US federal budget.

 

Step 2: make a constitutional amendment that requires a balanced federal budget.

 

Reasoning: the recently-proposed government spending alone, just the stuff currently being voted on, is well above 7k per US citizen.  The existing debt is much higher than that.
