The threat of punishment is most effective with rational forward thinking people who are typically not the ones who would commit crimes in the first place. Hence punishment is often misplaced, I think. I reason that the best way to reduce crime is to reduce poverty.

I agree that the threat of punishment for drug addicts is not the way as these people probably aren’t very concerned about their future well being. Do you predict that moving addicts out of cities would lower the incidence of new drug addicts in the cities? Would the drug communes eventually die off , decreasing the per capita drug addiction stats. Or would the drug commune members breed like rabbits, creating many little addicts who would then succumb to the fate of their parents or be moved into foster care?

The state already owns large expanses of land out there.  Bring in retired shipping containers, convert each one to four rudimentary housing units.  Supply the residents with piped in water, food mostly in the form of unprocessed produce (so it doesn’t cost much (but sustains life)) and all the drugs of any kind they want (confiscated from the few big timers who are caught.)
