A mailing address is not a precondition of voting. A mailing address
is not required to make sure that someone is not pretending to be
multiple people so as to vote multiple times, nor is it required to
confirm the person is a US citizen and thus entitled to vote.
California has ways to make sure that the homeless can't vote multiple
times in a single election. Look them up if you're curious.
Unless you mean to imply that homeless people should have zero vote.
That opinion would be in direct contradiction to the US Constitution
as currently amended. California is not legally allowed to override
the US Constitution, so it must give even homeless citizens the
opportunity to vote.
