[ExI] prediction regarding permanent dst

If you don't like sending the larve ;) to school in the dark, you can
always change the school start time!

When I was a software engineer at JetBlue, engineers spent considerable
time fixing daylight saving time and time zone bugs in all their software.
You'd think an airline company would know how to deal with time (unix
time!!) , but jet blue had no idea how to do it.
