Eh, not always.  Sometimes.  The locals tried moving school start time later for decades.  The teachers union said no.  Eventually a ballot measure was approved by the voters in 2019 mandating later school starting times.  The teachers union can’t refuse what the voters demand.  Only then did school start later.  The later start came just in time for the covid shutdown.

 

I predict the voters will hate DST in the winter and remember why it was invented to start with.  This in itself has value, for it reminds the voters that when you have it made, change isn’t always (and isn’t even usually) good.  It reminds us of the value of hope and stays the same.
