Nice idea, but two large problems:

First, define "give money".  The relaxation of requirements to spend can be
a gift as much as actual money (sometimes more so since you don't even have
to cash a check), as can doing things in a way that just happens to profit
a state or local government.  They have long and deep expertise in finding
and exploiting these loopholes.

Second, good luck getting state support (required for a constitutional
amendment) for something forbidding someone else from giving them stuff.
